Specialist Cloud Talent Found for ACMA's Critical Infrastructure

The Context

Client: Australian Communications and Media Authority (ACMA)

Service: Cloud Engineering Services

Sector: Federal Government – Infrastructure and Cloud Engineering

The Challenge

ACMA required the specialist services of a Senior Infrastructure Engineer to support the time-sensitive delivery of a key application.

The role demanded a rare combination of capabilities – deep experience across Azure infrastructure and platform services, automation through DevOps, and the ability to engage effectively with both technical and business users.

Compounding this, the requirement for a Canberra-based resource significantly constrained the talent pool, while time pressures meant traditional recruitment approaches were unlikely to be efficient nor effective enough.

Our Response

Resolve approached the engagement with a clear focus on speed, precision and access to the right talent pools.

We conducted targeted market analysis across Infrastructure Engineers with experience spanning Azure, networking and DevOps to inform our approach, with a particular emphasis on pre-cleared candidates to minimise onboarding time.

Given the constraints of the Canberra market, we deployed a multi-channel sourcing strategy, including:

  • Direct engagement with Azure and Microsoft cloud communities to access passive candidates

  • Targeted campaigns across SEEK and LinkedIn to attract both active and passive candidates

  • Proactive outreach to relevant professionals within Resolve's talent networks

  • Leveraging referrals from our existing contractor and client ecosystem

From an initial pool of 70 candidates (60 inbound applicants, 10 proactively sourced), we shortlisted 7 highly relevant Infrastructure Engineers with demonstrated Azure delivery experience.

Each candidate underwent a structured assessment process, including:

  • Initial screening

  • Structured interviews assessing behavioural and technical capability

  • Rate alignment and commercial feasibility

  • Reference checks and credential verification

Resolve presented 2 candidates to ACMA – both of whom progressed to interview.

We managed the end-to-end recruitment lifecycle, including:

  • Interview coordination and candidate briefing

  • Detailed candidate submissions aligned to technical and strategic requirements

  • Offer management, onboarding and ongoing engagement support

The Outcome

Resolve successfully placed a Senior Infrastructure Engineer with a balanced blend of experience in networking, infrastructure and Azure cloud services.

The individual also brought a rare combination of:

·       Automation experience using DevOps

·       Strong technical depth

·       Consultative experience in stakeholder engagement

The impact was immediate. The Senior Infrastructure Engineer:

  • Designed and deployed scalable Azure cloud environments using automated, repeatable processes

  • Implemented security baselines aligned with Essential Eight requirements

  • Built deployment pipelines to streamline delivery across environments

  • Supported delivery through structured sprint planning and release coordination

  • Embedded quickly within the team, contributing beyond the scope of the role and strengthening overall delivery capability

As a result, ACMA successfully delivered the infrastructure underpinning a strategically significant application three months ahead of schedule.

To sustain this outcome, Resolve maintained regular engagement reviews with both ACMA and the Senior Infrastructure Engineer, ensuring alignment, responsiveness and continued value throughout the engagement.

Why Resolve

This engagement demonstrates Resolve's ability to deliver high-calibre cloud and infrastructure talent in constrained markets – balancing technical capability with the commercial and interpersonal skills required to drive impact.

We don't just place engineers - we support the delivery of systems for the public.
